Josh Campbell
Josh is a 2000 graduate of Delight High School, Delight AR. He started working part time for the Delight and Antoine Water Systems and as a factoring broker/referral agent for Arklatex Specialty. Later he moved to Arkansas One Call Systems (ArkUps) as a Damage Prevention Specialist /Locator. In 2005 he became the Water Superintendent for Delight and Antoine Water Systems until 2023. Josh is a Arkansas licensed Water Treatment Operator, licensed Water Distribution Operator, licensed Wastewater Operator, licensed Plumbing Inspector and holds a Class A CDL. Additionally, Josh is an avid outdoorsman and the lead guitarist in his family band (yes, thats one of Glen Campbells guitars). He is a husband and father and enjoys time with family, friends and church.
Kevin Walker
Kevin is a graduate of Kirby high school, Kirby AR. He received a bachelor’s degree in psychology from Henderson State University. In 1999 he began working in utility construction to include heavy equipment operator, project supervisor for telecommunications, water, wastewater and natural gas contractor. He also holds a Class A CDL. Kevin loves hunting, fishing, spending time with family and grandchildren, and getaways with his wife.
Founder Tim Shelby was born and raised in southern Arkansas and joined the United States Marines shortly after high school. After being honorably discharged he sought a degree in Business at the University of Notre Dame. He developed an affinity for creating things and solving problems. Early in his career, Tim became involved in developing products and engineering, creating tooling and equipment for specific applications and needs. He was involved in and developed hundreds of products. Many of these items were created for medical and mental health applications to include EMS, Maternity, OBGYN and ER applications, and are used all over the world today. He holds several US and International Patents. Tim was a founding partner of MTJ American, The Silverwood Group, American Precision, SlumberTech, AIP Inc., TW Shelby Corporation and other companies and also held several US government contracts. He served on the board at Holy Cross College where he also founded a veterans schollarship. He enjoys his family, boating, riding and camping.
Robert Cooling
Founding partner Robert Cooling was born and spent his younger years growing up just outside Washington DC. He moved with his family to the San Francisco Bay area in the mid-eighties and attended college in Arizona. After Graduation Robert spent the next 25 years working in various Engineering disciplines and industries. He benefited greatly by seeking opportunities in a broad range of industries such as Nuclear, Oil and Gas, High Speed Packaging and Desalination Industries. In his various capacities, Robert was heavily involved in Research and Development tasks and built a solid foundation for manufacturing methods and techniques. These positions instilled a deep love of problem solving in a practical cost-effective method which sparks his love of challenges and outside the box thinking. Robb enjoys his wife, children and new grandchild.
